Will this saga never end?
The planning permission given by the Development Control Committee North (DCC) on the 2nd April 2008 (08/00061/F) was subject to a time-limiting condition which will be expiring on the 17th November 2011.We have all heard about the new stadium to be built at UWE and many of us are looking for the planning application to be published, so we can be involved in the consultation process.
And of course many residents of Bishopston and Horfield are waiting to see the ‘Sainsbury’s plan’ for the Memorial Ground, and many will wish to comment on those proposals.
So why do we now see a new application (11/04047/R) presented to the Council, the application being for an extension of time for planning permission 08/00061, redevelopment of the Memorial Stadium, hotel, 99 student flats, etc.?

This new application is to extend the permission period by another 3 years, and guidance (from central government) on planning applications states “renewal of an earlier planning permission should be granted anew, unless there has been a significant change in the relevant material considerations which are to be weighed in the decision”.
Since the original application was granted significant changes in the relevant material considerations have occured:
- Staged construction of the stadium and enabling development buildings over a 30 month rather than 18 month period.
- Removal of the existing stands in stages over the 30 month period.
- The football and rugby teams to remain at the stadium during the construction period.
- Removal of the car park (used during matches) to provide a constructors compound and building area adjacent to Trubshaw Close.
- Tree clearance to the ‘amenity land’ to the South of the site, a retaining wall build around the perimeter (unspecified height but likely to be 4 to 5 metres high in places) and in-filled to provide a plateau level with the pitch, this area then to provide a second constructors compound for the stadium/enabling development build.
- The use of Alton Road as an access point to the stadium.
- Use of Trubshaw close as the main access point to the site for constructors.
- A reduction in the number of entrances to the ground (Alton road and the middle entrance, Filton Avenue) for football/rugby supporters during the latter half of the construction works period.
- The enabling developments being put into use and occupied in stages.
To be fair perhaps Bristol Rovers and their developers had not thought of these changes before the April 2008 DCC meeting, but the changes are significant and could cause adverse impact to the local area well above that expected if redevelopment proceeded as detailed at the time of the 2008 planning permission.
Whilst the new stadium at UWE is probably the football clubs preferred option and this ‘extension of time’ application is likely to be a plan B, HorfieldROSE believes the material considerations listed above are grounds for the new application to be refused, and plan B or not we will be pressing for the refusal.
